1. PRELIMINARY INVESTIGATION, FEASIBILITY AND DESIGN

Prior to lodging an application with Council to sub-divide , known as a development application or “DA” MKM Group  examine prospective properties, goals and targets desired  and advise on the  likelihood of successful Council Approval.  We look at best end use of the land to meet the market and deliver the best end result, being the highest possible sales prices achievable.  We look at approximate development costs involved and any potential pitfalls or issues that should be addressed prior to lodging the DA. Accurate costings are not known until all Council Approval conditions are specified and the actual works required have been designed, quantified and quoted.  MKM Group ensures that D.A. proposals submitted comply with the Town Plan “code”.

Having an experienced Development Group consult and project manage your project – will protect you from mistakes made early in the process which are not always easily remedied later, and may lead to unnecessary additional costs.

2. COUNCIL APPROVAL – DA LODGEMENT

Once all issues have been identified and final designs are agreed upon, the next step is applying for the DA and obtaining initial conditional Council Approval.  MKM Group ensures the application has included all the appropriate information, forms, plans and report documentation.

3. MEETING DEVELOPMENT APPROVAL CONDITIONS

Once the application is approved, Council issue a ‘Decision Notice’ also referred to as the “DA” for ‘Development Approval’. This will include all conditions required to be satisfied prior to getting the plan of subdivision sealed by Council. MKM Group closely look at these conditions to ensure they are reasonable and cost effective.  Legislation only allows a short time to dispute or negotiate on these conditions, so MKM Group’s swift assessment and liaising with Council should ensure that your project remains feasible and costs don’t blow out.

4. OPERATIONAL & CIVIL WORKS APPROVALS

Operational Works require on site workers and machinery that require careful supervision.  Following acceptance of the Decision Notice, MKM Group organise the engineering and other designs required to obtain Operational Works [OPW] Approval from council and other relevant authorities.

Operational Works relates to Civil Works often outside your land or connected to external services such as Sewer, Storm Water and Town Water that will be owned and maintained by the Council or other semi government bodies on completion.

MKM Group’s designs are cost effective, assuring a feasible outcome and compliance with the relevant codes needed.

MKM Group oversees and ensures that the Decision Notices’ Conditions of Approval are complied with by competent, qualified and certified contractors. Once completed, inspected and complied with, specific ‘As Constructed’ documents are required. These works can also include kerb & channel, footpaths, and electricity connections to name just a few.

5. APPROVALS & DESIGNS FOR PRIVATE WORKS

Most DA’s require completion of other Private Works such as new site access, stormwater disposal, electricity connections, power poles, provision of telecommunications, demolition of existing improvements such as houses, driveways, sheds and potentially removal of such things as asbestos and old swimming pools and also compaction or retaining of ground. Requirements will vary depending on your project and MKM Group will keep you fully informed at all times.

6. TENDERING

After receipt of the OPW Decision Notice(s) MKM Group will prepare and issue tender documents and obtain quotes from the required contractors to ensure a cost effective outcome for the Operational and Civil Works.

7. CIVIL WORKS & OPERATIONAL WORKS CONSTRUCTION

Road widening, kerbing & channels are required at times. During the construction phase MKM Group are regularly on site to ensure that all works are constructed to industry and Council standards, on time, to fulfil the relevant DA Conditions. If demolition works are required or land clearing – MKM Group will handle this for you.

8. COUNCIL COMPLIANCE, PLAN SEALING AND LODGING WITH THE TITLES OFFICE

Next step is the Plan Sealing – Council Approval.  Council double check all works and documentation to ensure it complies with Decision Notice Conditions. MKM Group details this compliance and includes all the relevant certifications.  Title is not granted or possible without the Survey Plan being Sealed.

Concurrent to the construction phase MKM Group prepares the compliance report and lodges this along with the Survey Plan with minimal loss of time.  Once sealed by Council, MKM Group registers the approval and lodges with the Titles Office on your behalf. Settlement of individual lots/packages can then occur as quickly as 14 days from notification of Title Registration.
